KL has more than forty years experience as a television RF Engineer, News Engineer, Production Engineer, Broadcasting Engineer, Television Project Manager at HK-TVB (Television Broadcasts Limited) and the Controller – Broadcasting and Engineering Operations, Vice President - Broadcasting and Operations at CABLE TV (Hong Kong Cable Television Limited).   He acquired his diploma in Electronics Engineering awarding institution, diploma in Business Management at HKMA, candidate of MBA, Hull University, UK. 

KL has consulted and implemented the following projects for TVB :  MCR and News Center Removal Project (HK), TVBS Satellite Channels Project (Taiwan) and IVM Television Station Project (Jakarta).   KL has also consulted and implemented the DNS (Digital News System) Project, DBS (Digital Broadcasting System) Project and CABLE TV Digitization Services roll out at CABLE TV (HK).  

KL has been the elected SMPTE (HK) Section Chair, (1996 – 2002), SMPTE Asia Region Governor (2002-2003 Present), Vocational Training Council (VTC)  – Electronics & Telecommunication Training Board, Vice Chair;   VTC – Electronics & Telecommunication Committee, Chair;  HKMA - Business Management, full member.    KL was awarded “Outstanding Service to the SMPTE Society” in 2001.  KL is one of the Founder Director of SMI.
