Biography of Noel S. LEUNG

Leung attended film programs at Ryerson Polytechnical Institute and New York University.  After graduation he worked in film and television productions before joining the Television and Entertainment Licensing Authority, a government regulatory organization.  In the early 2000s he worked at Create Hong Kong which is tasked to promote the long term development of the local film industry.  He is a Life Member of the Society of Motion Picture and Television Engineers (SMPTE) and helped set up the Hong Kong Section in 1994.  Over the past decade, he has represented SMPTE to participate in major regional trade events and organized activities and training courses.  In 2016, he and four other partners set up the Society of Motion Imaging (SMI), a non-profit making organization registered under the Company Ordinance, with aims to promote the technical standards of the motion imaging industries in Hong Kong, and the unity, cooperation and networking of motion imaging sectors.  Adhering to SMI’s mission and vision as guidelines, Leung has endeavored to fulfill his goals of cultivating professionalism of the local workforce.
